On the surface it would appear Ms Tolley has few, if any, sensible ideas about education. Has she lost the tertiary portfolio to better focus on her principal portfolio, or...? Certainly she doesn't seem to much support from the education sector. (Hopefully it's the 'or' and it is the thin end of the wedge and she is completely removed before any greater damage can be done.)
No money? She has $26m to spend on roadshows around the nation to try to convince the general populace that National Testing is a great idea. How far could that go towards helping those schools who have the 1 in 5 'failing' students to improve their performance?
It WILL be interesting to see/hear in the roadshow presentations the evidence that the situation is so bad that we have to implement a scheme that has almost universal opposition. Maybe she has a team out there finding WMDs- WORDS to MOVE the DOUBTERS?

Thanks for your comment and insight. No, I hadn't been aware of the interesting Bill English angle, and I think you're right about Tolley's ultimate fate.
I suspect your second-to-last comment was written with tongue in cheek. I don't see much of a "class" angle, and I'm pretty sure that most people who voted for this policy thought it would actually do some good -- trouble is, they can't think past the surface to see the downsides.
No, I'll still stick with the theory that supporters of this law are either stupid and shallow thinkers, or are the type of negatively-oriented people who always think it requires finger-pointing, blame and punishment to achieve results. They believe "accountability" is the new first commandment and "vision" and generosity of spirit are dangerous.

You are ABSOLUTELY correct. The biggest problem for Tolley is that it was originally the promise of former National leader BILL ENGLISH!!

There are good reasons why Bill English is the former leader, not the current leader. Hare-brained ideas!!

Yes this policy was designed for the middle class vote - the middle class thereby being offered something for "other" people!

Of course the middle class can't have the 20% non-achievers to get above their station. So they voted for the tests that they realised would achieve nothing of note.

When this idea fails, we will be told that the ideas just need time. By the time the the time has passed Anne Tolley will be like Merv Wellington before her - history!

It's one offered by Wordpress as a standard. If you scroll right down to the bottom of the blog page you'll see a few words there saying which Wordpress theme it is and who made it. I like it too, but wish I knew how to move the Categories box on the right to above the Archives box!
